This final evaluation is the result of the cooperation between IOM Libya and Altai Consulting in 2017. The intended audience includes the United Kingdom Foreign & Commonwealth Office, IOM Libya, other IOM missions and the IOM Office of the Inspector General. The assessment aims to measure the relevance, effectiveness, efficiency, outcomes and sustainability of the VHR in Libya, as well as the tools used for this support (forms and databases).
