Simulation training for Rights-Based Investigations of Trafficking in Persons and Migrant Smuggling

The training aims at strengthening the capacities of both law enforcement officials and service providers to effectively investigate and prosecute human trafficking and migrant smuggling, while providing specialized support to victims and promoting multi-agency cooperation to protect and uphold human rights. 

• Plan and conduct an investigation of the criminal offense of human trafficking and migrant smuggling and support effective prosecution, by promoting effective and coordinated inter-institutional cooperation as well as cross border cooperation through conducting parallel/joint investigations. 

• Promote rights-based and protection sensitive approaches throughout referrals and assistance to the victims of human trafficking in connection with admission, recovery and return, including assistance and protection to the victims who appear as witnesses in criminal proceedings.

The simulations are carefully crafted to closely mirror real-world scenarios portraying human traffickers, smugglers, and victims, creating a realistic and immersive experience. They include written tasks, role plays and collaborative activities that require participants to plan and execute investigations, protect victims, and share operational knowledge and evidence effectively.  

This helps participants develop crucial skills in information gathering, victim-centred interviewing techniques and skills, inter-institutional communication, and decision-making. While also learning to prioritize activities, conduct parallel investigations, and provide special protection and assistance to the victims of human trafficking throughout entirety of the investigative processes.
