This report is the result of an external evaluation of IOM’s Regional Assisted Voluntary Return and Reintegration Programme for Stranded Migrants in Egypt and Libya (RAVEL) program conducted by five students from the Graduate Institute of International and Development Studies (IHEID) in Geneva in collaboration with IOM. RAVEL is a regional AVRR program managed by IOM’s country office in Cairo, Egypt, funded by the European Union and co-funded by the Government of Italy, with the overall objective of supporting the national and civil society effort to stem irregular migration along the Eastern Migration Route, and assisting vulnerable migrants through a comprehensive AVRR program ex-Libya and ex-Egypt.
