Virtual Counselling: Information Provision on Return and Reintegration Support via Smartphones

Remote (or virtual) counselling indicates all modalities of counselling delivery that do not imply the physical presence of counsellor and client in the same place. Remote counselling can be delivered through audio only (via phone or online audio calls), via audio and video (using different online platforms for video calls), or without video or audio (such as via texting or email).

In 2019, the International Organization for Migration (IOM) in Germany launched the Virtual Counselling project, funded by the German Federal Office for Migration and Refugees (BAMF) and currently active throughout 2024. Building upon the success of this initiative, IOM at Headquarters initiated a global expansion of the virtual counselling activities, with the objective of extending its reach worldwide through a one-year project (December 2022 – November 2023), funded by the Swedish Ministry of Justice. This expansion aimed to enhance information provision during pre-departure by facilitating connections between migrants in host countries and counsellors in countries of origin. As a result, virtual counselling structures were established in 27 IOM country offices, encompassing 11 host countries and 17 countries of origin.
