The Framework Document serves as a strategic guide for enhancing global coordination and cooperation between IOM and UNHCR, particularly in the fight against human trafficking. It aims to promote the development of Standard Operating Procedures (SOPs) for field-level collaboration, ensuring each organization’s expertise, capacities, and resources are aligned to deliver effective protection and support for trafficking victims.

By establishing clear procedures, the Framework also aims to complement and strengthen states' efforts to fulfill their obligations under national and international laws. The implementation of this Framework is designed to integrate seamlessly with existing national and regional frameworks, supporting mechanisms already in place to identify and protect victims.
