The document is a comprehensive facilitator's guide for a course aimed at strengthening the technical, analytical, and operational capacities of migration officials in Africa to respect and uphold international human rights principles. It is published by the African Capacity Building Centre (ACBC) and supported by the International Organization for Migration (IOM) and the European Union.

The course is divided into several modules covering various aspects of migration management, including:

  1. International Migration and Law: Discusses the history of migration, international law, state sovereignty, and human rights law.
  2. Admission: Explores state authority to admit non-nationals, the right to leave and return to one's country, non-discrimination, and the right to seek asylum.
  3. Detention: Reviews state authority to detain non-nationals, the prohibition on arbitrary detention, the right to challenge detention, and conditions of detention.
  4. Expulsion: Examines state authority to expel non-nationals, procedural safeguards, non-refoulement, and the prohibition of mass expulsion.

The guide includes case studies, lectures, activities, and case law to help participants understand and apply human rights principles in their work. It emphasizes the importance of treating migrants with dignity, ensuring due process, and considering the best interests of children. The course also encourages the use of alternatives to detention and highlights the need for procedural safeguards during expulsion.

The document provides detailed instructions for facilitators on how to prepare for and conduct the training, including logistical arrangements, participant engagement, and evaluation. It aims to create a respectful and open learning environment where participants can share experiences and develop rights-based solutions to migration management challenges.
