New Call for Applications for ASEAN Guidelines on Effective Return and Reintegration for Migrant Workers

IOM is looking for a consultant to support the development of the Checklist for the “ASEAN Guidelines on Effective Return and Reintegration for Migrant Workers”.

In any given year, return migration in Southeast Asia and beyond can be substantial. In 2020, the ASEAN Member States (AMS) acknowledged the need for enhanced guidance and concrete tools to implement the “ASEAN Guidelines on Effective Return and Reintegration” effectively. Thus, the Department of Migrant Workers (DMW) Philippines -  in collaboration with the IOM, the ASEAN Secretariat, and the International Labour Organization (ILO) - is leading a regional process to develop a Checklist to operationalize the ASEAN Guidelines. 

The Checklist will help AMS implement and monitor the Guidelines, benchmark progress and identify areas needing improvement. It will also support broader ownership of the ASEAN reintegration guidelines amongst stakeholders and encourage ongoing enhancement of reintegration programmes across countries 

The advertised consultancy will result in two primary outputs: 
 

  1. Checklist: Identifying actions from the ASEAN Guidelines on Return and Reintegration and suggesting responsible entities.

  2. Compilation of Best Practices: Informing discussions on the ASEAN Checklist.
